[Any message] - By default, broadcasts to all checked-in users
@Name - Send direct message
@LEO / @Police / @PD [message] - Send to active LEO on duty
@MEDIC [message] - Routes to on-duty supervisor/owner for Medical escalation
#new / join #1 / #list / #leave - Private channel chat (#1-#9)
[Plain message while in #N] - Sends to your active channel. Use #leave to exit channel mode

@ALL [message] - Broadcast to everyone including offline users (except off-duty LEO/MEDICAL role users)
FWD [enter] - Forward your last received message to on-duty users
FWD @ALL [enter] - Forward your last received message to all users (INCL off-duty except off-duty LEO/MEDICAL)
FAILOVER / BACKUP SMS - Switch to backup SMS provider
RESTORE SMS / PRIMARY SMS - Restore primary SMS provider
APPROVE / APPROVED - Approve pending JOIN request
